The plugs under the tractor you describe are for draining gear oil out of the transaxle not the hydraulics. Where did you put the oil back in to replace what you drained? The plug front left of the shifter or the big plug under the right side of the seat?

If it is the one by the shifter you diluted the transaxle gear oil with hydraulic fluid and possibly overfilled it. That can cause the issue you describe.

The hydraulics are filled by the large cap in the right/front of the seat and checked by the dip stick by the parking brake.

The gear oil is filled by the plug front/left of the shifter. The level is checked by a weep hole back by the pto shaft.
