I have a 1950 ZAU 206 4cly. The throttle lever going in to the gov. seems to work fine but the lever coming out does not seem to move the carb. much so I have limited engine response. What do I do to correct this. Thanks

If I recall correctly, Wide Open Throttle on a ZA is only about 1400 RPM. And with cast iron pistons, I wouldn't reccommend going much above that. There is a screw with a nut on it on the side of the governor that sets wide open throttle speed.
Does the governor open the throttle smoothly when a load is applied? If so, its probably about right.

Kelvin, I have a shop manual for the tractor which has a section on the gov. I tried the screw adj. but it made no difference. The problem is I open the throttle but nothing happens untill the end of the pull. Then the engine revs. but not as high as it did. The linkage going into the gov moves the whole time but coming out of the gov. it moves only at the end of the pull. What do you think?

Take the governor out-and check the pins in the flyweights, the wear on the pivot lever (little offset lever pinned on the shaft that operates the throttle link) and check the flyweight shaft for endplay. Its also a good idea to change the bushing on that shaft if it is worn.
Best I can tell you is check these 3 places. And, of course inspect for anything that is obviously broken or worn out. Or you can get in touch with MOTEC engineering. They rebuild governors. Sorry, don't have their phone number.
