I found this sitting on the porch at an implement dealers showroom in California. I do not know anything about it but I do have additional pictures of it including the tag that I will post if anybody is interested.

This Universal is in Blythe, down in the southeast of the state. The dealer is Dekens Implement Co. 619-922-6186. The owner is Waymen Dekens, ask for him.
