Running on or deiseling is usually caused by more than one thing. First, check the point gap,make sure before you check the points that there is not a lot of burning, pitting, or oil on the points. Second, while you are in there, check to make sure there is not a lot of slop or play in the distributor shaft.How to do this, check point break on more than one cylinder, this will genernally tell you if lobes or bearings are worn. Third, check the timing after you have set the points. One-thousanth can make up to 2 degrees difference in timing. When you get this done. You will really be ready to check the timing on the engine. Now it will probably require a carburetor adjustment. Idle and High side. Adjust high side first. Then the idle side.Throttle it up and make high side adjustment. Bring it to an idle and adjust idle side. Now set the idle speed. Next, check the coil wire all the way back to the key and make sure the wire is not bare so that it can't cross fire with another hot wire. Make sure the coil is clean of oil. this can cause cross-over. Make sure the filter, if it has one in the line, is not dirty or plugging up. Low fuel flow usually doesn't cause running on but it helps to know that the fuel flow is good. Make sure the engine isn't to warm before checking this situation. Wouldn't want to drip gas on the exaust system when it is hot. Oh yeah, just for note, after you make the low and high side ajustment. It will probably be a good idea if you throttle the engine up from an idle to see if it is sluggish. This will help make the fine adjustment for the governor. Usually, ajustment of the low side, opening or closing the screw, will fix this problem. One more item on the list, check the choke lever and make sure it isn't to free to open and close when it wants to. You want to be the one controlling the choke lever, not the tractor. May require putting a bend or spring on the cable or arm. Hope this helps, good luck.
