Spark, fuel, timing and compression. If you are pulling the tractor to start it, notice if little puffs of white vapor come out of the exhaust. If not, you may not be getting fuel. If you are hand cranking, notice if you hear the magneto impulse click. If not, it won't start by hand cranking. If the mag has not been off, I wouldn't suspect the timing. If it has been off, double and triple check the timing. The 17-30 A and B operators manual will be the same. Only minor differences in parts manual (different wheelbase). A 17-30 Twin City (actually 17-28) will not work for this tractor. I don't think a parts manual would be of use to learn operation of the tractor. Check with Jen-Sales. For me, by far the easiest way to get the starting bugs worked out of hand crank tractors is to belt them up to another tractor. Next is to pull them. After getting them to run normal, then attempt hand cranking. The oil system is a lubricator. It sends drops of oil down the lines to the mains, etc. Be sure you see oil dropping in the sight glass. This is not a pressure oiling system.
