You will need to combine key parts of both engines to make it work.

If you want a starter, you'll have to use 5* Fly Wheel and Crankcase with the 6" crank for the 403.

Then it gets complicated. The cam drive gears are different between the 5* and the 403. To make it look original, you'll need to but the cam drive gear from the 5* on the 403 crank which requires the machining of an adapter sleeve for the gear and the seal. You will also need to bore and tap the end of the crank to hold the damper pulley in place.

I believe you can put it back together with the 403 crank, cam and timing cover but it will not look original and you will have to work out the connections between the water pump and radiator. Please verify that the 403 cam and timing cover will work on the 5* crankcase with someone else. You may still have a cleanace problem between the end of the crank and the front bulster.

Do lots of measuring and checking before you dive-in. How does the saying go, "measure twice and cut once"?

Good Luck!

better do some measuring first. I don't know if the 403 jugs and heads will fit under the 5 star hood without it being a torch job. Then there is the return water manifold to deal with. The last issue is flywheel/starter/transmission bellhousing bore. the 403 flywheel ring gear is 1" bigger than a gas U flywheel ring gear. I don't know how 5 star parts relate. The other issue is the tooth count on the starter drive. 5star starters may be different.
