5 star gov question

I built an adapter plate so i could put this gov on my u so i could pull in div 2..I couldnt get the original u gov to turn the 1680 rpm that im allowed.The 5 star motors governed speed is 1650.Figured if i put it in I could get near what i needed..But i can only get 1500 outta the 5 star gov..Can i pull out some fly balls and get it up where it needs to be.Theres 4 of em evenly spaced so i cant pull out just one,most that can be taken out is two.If this is too much i can adjust rpm down..Will it work or is there a better way without getting into another gov???

The stock governor should give you 1680 and more just by turning the screw. I'd be looking real close at the linkage between governor and carb.
