Reread your post, the control valve housing is the assembly the levers for remote hydraulics and three point goes into under the seat. on the side of that housing should be four threaded plugs, those are the taps for the remote hydraulics. The top two are for the center lever and the bottom outside two are for the inner lever if you believe the I&T folks.

I have a 445N-LP but do not have it running yet. The same pump is used for hydraulics, three point and power steering. I had noticed the problem with checking the hydraulic fluid. The I&T Manual? that I have says remove the cover from the control valve housing and fill it there. Fill it to 1"-1 1/4" below the top after cycling the three point & etc. It says use ATF Type A whereever you can find that. I think I would try tractor hydraulic oil. Maybe someone else has more experience on this and will correct me where I am wrong.

The correct modern fluid is Dextron III.

Some people drain and refill with hytrans so they can swap implements between other brand tractors and get by o.k
.
Shinnery said how to add fluid. It sounds like yours has all tel-flo parts except no 3 point lift. I've seen those only in pictures.

If fluid doesn't help screw a pressure gauge in where the 1/8" pipe plug is on the control valve at the front of the tractor and see if you get 650-700 psi-I think when turning the wheels. If the priority valve is giving you that, then the problem is in the valve itself.

The actuator may be worn and not fully opening the valve. Its the little brass piece that screws on the front of the valve and engages a slot in a sleeve on the steering shaft.

that s the pump for everything...above the pto..under the seat is the plate with 4 bolts on it fluid goes there..the reason your hearing the pump grunt when you pull one of the levers is because its blocked with plugs and not being used.otherwise there oar no hyd lines hooked to the ports..gregg

In a factory brochure I have they call them 40 drawbar horsepower class. I gave $100 for one of mine (setting over 20 years in Texas) and about $400 for the other (rebuilt engine but no distributor and all sheetmetal off tractor and sat 5 yrars). There is not a good tire between the two of them.
