r timing problem

Need some help here! I am working on an R that was started by someone else. They did most of the overhaul but never finished it. I had to install the manifold, OH the carb, and rewire the tractor.I tried to start it and I get backfire and pop back through the carb. I pulled the valve covers and adjusted the rockers and also pulled the side cover and made sure that the cam was in time with the crank. Retimed the distributor and tried again. Same result so we tried replacing all of the electrical ignition components one at a time. We retimed everything again. Still backfires and pops. Noticed that the flywheel is on wrong. 2-3DC is on the mark when #1 cyl is up so I figure they put the flywheel on half a turn off. Is this the problem or am I missing something else. Any advice would be appreciated.

Rick,
The flywheel can be put on half a turn out of position. Just use the 2-3 mark as TDC for #1 and you should be okay.

Make sure the distributor only turns once for two turns of crankshaft. If it turns twice you have magneto drive gears on the oil pump distributor drive shaft and front of camshaft.
Magneto is 24 tooth to 12 tooth
Distributor is 16 tooth to 16 tooth

My distributor turns one revolution to one revolution of the flywheel. So what does that tell us?

You are going to put spark in all 4 cylinders each revolution. The little feller has magneto gears.

I don't think the flywheel can be put on wrong.Probably the distributor is 1/2 turn out so No1 is in the No3 position. No1 is front right on the cap.
