That is a 1940 model RT tractor. 1940 402201 - 405575
1940 402229 - 405507 EE engine tractor range.

I got the information from my serial number book compiled by Lloyd McCray Field Service Supervisor White-New Idea Farm Equipment Company. I met the guy and he is great person to meet. The book covers 1901 thur 1991 on MM,Oliver,Cletrac,Avery,Cockshutt, & White. Tractor and any equipment that had serial numbers and I have found it to be "in my opion the best" serial number book for these companies out there.
As far as RT vs. RTU not really. Good Luck with it!

That is probably the engine's serial number. There should be another tag on the right side of the transmission near where the belt pulley hole is.
