I have flipped several starter ring gears. Use a die grinder and a thin disc and add a chamfer to each tooth. Make sure that you know which side of the tooth to chamfer. I started a charcoal fire in the bucket of the front end loader and put the gear in it until it was heated up until it was blue and dropped the gear on the flywheel.

Pretty sure the teeth on the ring gear are beveled on only one side. but since it only has 2 dead spots, you might be able to get the ring gear off and turn it 1/4 turn.
