ZAU valve problems

Took my son to the farm the other day and he saw grandpa's tractor. He thinks we should get it running again. Hasn't run since the early 70's. Tried turning motor over with hand crank and it was really easy. Pulled off the side covers and discovered all 4 exhaust valves are stuck open. My questions would be. Is this tractor salvagable and how much of the motor will I have to tear apart to fix this problem. Oh ya it is a 1949 ZAU.

Take the head off, get new gaskets, the springs on a Z can be compresed almost by hand. You can try without taking the head off, just work the valves with a screwdriver or other useful tool. spray oil/penetrating oil on the stems, work the valves back and forth, they usually free right up. Should be an easy start, fuel system will be the next problem. New gas, points, plugs, etc usually make these start very easily.
