ZAU Govenor problem

I put the basket Z back together and thought I had a Carb. problem but it appears it is actually the govenor. Is it possible for the gear on the cam to slip. I get no response from the govenor while the engine is running. I need advise for some expert out there. Right now I am running it on a carb. from a cockshutt 40 without the use of the govenor.

The most common problem with those is excessive wear to the linkage on the output side. You don't want to see a bunch of slop where the pushrod connects to the short arm on the inside. Also want to make sure the thimble and thimble bore are clean and smooth.

Those original Z governors work just fine if they aren't terribly worn. The main wear areas are:
1. the face of the housing/weight carrier. Wear between these surfaces causes governor shaft end play to become excessive, limiting governor response. It should have about .005 end play. I don't know exactly how much is too much but if you have more than 1/16" endplay in the shaft I am sure its too much.
2. The ends of the pins that transfer the motion of the weights to the 5/8" ball bearing. If worn much you may need to replace, but if they're not terribly worn, you may be able to switch from side to side to get an unworn surface toward the ball bearing. Be reasonable tightening the pins in the weights, If you overdo it, you can crack a weight.
3. the pocket in the actuating rod that the 5/8" ball bearing rides on and the pin on the other side the ball. I've seen some pretty worn and I don't know a good fix for this, So far, I've always fixed everything else and the governor worked.
4. The eye in the lever on the governor arm shaft. some wear out slotted. You may be able to braze up the hole and drill another for the rod that pushes from the 5/8" ball.
5. The governor arm shaft bearing. I've seen some work that were pretty worn, but its a standard part and If I take it apart, I usually replace with a 3.8" ID X 1/2" O.D. bushing. Be sure it sticks out of the housing because the arm actually uses the O.D. as a bearing surface too. Make sure the governor arm moves freely too.

On my '38 ZTU, the sleeve that changes the governed speed (The spring goes inside it) froze to the housing and it took lots of penetrating oil and some judicious taps with a hammer to get it out. That occurrs to me because you said your Z was a basket case and the governor may be rusty.

I doubt that the gear is slipping. They don't slip unless they are junk and broken. Dad went through the ones in both his UBU and his UTU. They are not too complicated, but if reassemble wrong they will bind, creating little, very slow, or no action on the carb. You may want to talk to him or give Matt Gall a call. I know he has worked on quite a few. Better yet, you can buy a kit for $75 to install a Pierce governor off an M5.
