It looks like a pretty good field fresh tractor to me.
And, if the BAD one has an air cleaner, it looks like you're in business! There's guys who started with less and came up with a pretty good tractor!

I've wondered if you could put a KEF engine in a KTA using the KT oil pan, front cover and clutch parts.

Yeah, you can put a single block mid-forties U engine in one (with later governor and regular bearings). I don't know about the pan, but the front casting will bolt most of the bigger MM engines including the 6 cylinder ones too. The beauty of MM huh? That tractor shown had the intake and all too, we just removed it to keep them out of the weather. It rolls over! I did have to find a mag, but have not installed it yet.
