M - 5 Diesel only runs at 1500 RPMs

I finally got my M-5 Diesel running tonight. It was one I picked up a year ago and I knew nothing about it except the motor was stuck. I rebuilt it and the torque but did nothing to the injection pump. Figured I'd try it and if it needed work, I could deal with that later. I got the filers bled and turned it over some and it took off. Sounds great! One problem. It only runs at about high idle, apx. 1500 rpms I'd say. The throttle did nothing nor did the pull plunger to stop it. I had to put my hand over the air cleaner pipe to kill it. I read the I&T manual and adjusted the idle down all the way and no change. Anyone know what to look for next? Can I take the top the governor and see or service anything? The injection pump must be good. It starts instantly but no control of the speed. I don't want to pull the pump if I don't have to. It seems to even be in time or very close. Can the governor be serviced seperatly?
I have never worked on this type of pump. It is the PSB Bosch.
Any help will be greatly appreciated.
Thanks in advance.

I am not the Moline man. I am just talking PSB pumps. My experience is with Cockshutts and Olivers with PSB pumps. The first thing I would go for is your control sleeve is "stuck" I helped a man with a Case who had a very similar problem. Since you want to take the top off the governor and I think I remember that Molines used the internal spring governor. PSB pumps can have internal or external spring governors. Also get me the model number of the pump so I can decode what you have. I am also going to probably see one of my old Beer drinking buddies from 30 years ago early Thursday morning. He has forgotten more about a PSB than what I remember so I need your input by tomorrow night.Get in touch with me some how and I will send you some Bosch information. Also it does not scan well so it will need to go U. S. Mail Questions?

Thanks for the reply. I think I figured it out tonight. Then I read your message later and I think it was just what you said. I took off the cover and when moving the arm the throttle hooks to, hardly any movement in there at all. I finally pushed on the some of the hardware inside and was able to free it and start to slide it forwards and back a few times. Now when moving the outside arm the inner parts move fine. I started it up and it will idle right down and advance fairly fast. I have to adjust the stops again but at least it controls the speed now. I can even kill it with the pull plunger. That's all it was. Stuck!! The engine sure sounds nice with that fresh overhaul and no smoke at idle. Maybe I lucked out.
I could use that Bosh information you talked about for my next problem which I'm sure I will have soon enough. Thanks
