The splined shaft that sticks out the back and connects to the U-joint should have some end play. This shaft moving endways when you turn the steering wheel is what operates the power steering control valve. What happens over the years of use is that the pin that fits between two collars on the shaft to move the valve wears some and the sensitivity of the power steering decreases until it gets to the point when it doesn't operate the steering valve at all. You can replace the pin or braze it & file to fit properly again to restore proper operation again. It is a good idea to replace any o-rings you take out to disassemble the control valve. You will also have to adjust the position of the pin with respect to the valve as outlined in the I&T manual when you reassemble the control valve.

They are listed on e-bay from time to time. You can also buy one that has most of the MM's in it at TSC or most dealers that sell any of the I&T manuals can order one of those for you.
