Need help with MM Vista power steering

I am restoring a 1967 Vista and can"t get the power steering to work. Checked pressure on pump and there was on pressure at all so I put on a new pump. Same problem, no resisence on the steering wheel at all. there is power steering fluid in the control valve but if I loosen hose conection between the control valve and steering motor with the tractor running there is nothing.Need help! Inside the steeting hydamotor[ie]control valve is a small torsion bar,this is what connects steering wheel to spool. This torsion bar is probly broke. Several years I tryed to get parts for a unit and was told they were not available.The base unit is charlin, ti was also used by Oliver in tractors and combines,also New Idea Uni.
