I noticed this spring when I got my U out of the shed that the generator wasn't charging. I had a battery tender (6 volt) on it all winter so I didn't think it was a big deal. a week ago I hooked up a grain drill to seed oats and noticed that the engine was turning over slow and was starting hard. When I finally got it started, the generator wouldn't kick in. eventually, the tractor wouldn't turn over so I took the battery out and gave it a full charge. The battery wouldn't hold a charge and I ended up replacing it. Tonight I was bringing the tractor (with the new battery installed) and drill home and the ammeter needle started showing that the generator was charging.
Will a bad battery cause the generator to quit charging or is there a problem with the generator itself?

A bad battery will give false readings. Basically, the generator and regulator are voltage control devices. It tries to maintain a voltage across the terminal of the battery. A bad battery will let the voltage climb but will not accept current. Hence the appearance of a non working generator. When you removed the battery and put in the new one, your generator failed to immediately work. Residual magnetism in the generator allows it to begin working. If you continue to experience that the generator goes a long time before beginning to work, you'll need to rebuild the generator.
