Check that the front crankshaft pulley is tight. The rearward force of the pulley is what makes the governor go around and if it is loose, the governor simply doesn't work.

Running it without the governor working properly will cause the engine to fly apart!

Adjust the governor control linkage by the steps shown in your manual, if not too much difference in the governor operation, DO NOT use this tractor. REPLACE the governor with a new one or repair the faulty parts, they're cheap. We stock them, 920 295 3278, Dale

The govenor didn't work on my U302 so I installed a new one. It still didn't work. I adjusted the linkages according to the book, it still didn't work right. I started adjusting the arm that goes to the carb-slowly I began to notice a difference, and finaly I got the govenor to work right. Whether the gov was bad or the adjustment was so screwed or bent up it wouldn't work, I don't know. I repaired the throttle stop too as that was rusted out of place. This tractor has been used and abused be fore I got it, so I expect the worst.
