Need help with weak Hydraulics

I have a 1960 M5 with "Tel-O-Flo" lift and Webster pump. Both the lift and remote cylinder seem weak. I changed to hydraulic fluid but not the hydraulic filter cartridge. Both the lift and remote cylinder seem weak. I borrowed a pressure gauge and connected to the remote cylinder output and got a reading of 700 psi at max RPM. Relief valve pressure should be 1400-1500psi according to the shop manual. I know little about hydraulics, but am trying to learn fast. What should I look at first? Where can I get the hydraulic filter cartridge MM part 10A7837? Thanks

I have been getting my lube and Hydraulic filters from the local NAPA store.
