One thing to check is to see if there's any goop at the head of the piston/rack gear on the side it doesn't like to turn towards. I'm guessing you are looking at an I&T manual.
The following is what I did on a 335 utility and may not work on the universal: I don't think you will have to remove the front end from the tractor. You will have to remove the sector shaft carrier. You may have to remove the hood sides and remove the caps on each end of the piston/rack gear.(So you can measure to see that the piston is centered in the main housing.)And if you want to renew the piston seal, now is the time to do it. You may or may not have to remove the front axle, I can't remember. You may not have to remove the steering worm shaft/valve assembly, I don't know. I had mine out anyway. The sector carrier is mounted to the main front casting by a circle of bolts. IF i recall correctly, one bolt is drilled through the casting so you can drain most of the oil, but can't remember if its on the steering valve side, or if its on the opposite side. Anyways you're still going to get a lot of oil when you break the seal on the sector shaft carrier, so be ready for it. I used a floor jack with wood blocks to sort of catch it and ease it down. IF you want to remove the tie rod ends from the sector lever, you probably want to get them off before you unbolt the sector shaft carrier. Then like JK says, you center the piston, and reinstall the sector shaft carrier. I had to make a gasket, it may still be available, though. Note that the sector teeth are angled, So to be sure the sector gear will be centered when its fully home you have to start with the sector arm off a few degrees from directly toward the rear of the tractor. You're going to have to look at the sector teeth to see which way to swing the arm. As the teeth engage the rack gear, the sector arm should swing toward the centerline of the tractor. This should put the sector in the center of the tractor. Then you can reassemble everything else. I'm pretty sure all the 0-rings are still available, and maybe the gaskets too.
