I also have a 335 industrial with Ottawa backhoe/loader. The 3/4" by 1/4" arm about 7" long that both the carb linkage and throttle linkage attach to at the right front of the engine is attached to a rod that goes through the side of the crankcase and attaches to a fork that is operated on by the governor (which pushes the arm forward to limit RPM) and a spring attached to the throttle rod (which pulls the arm rearward to increase RPM). If there is nothing connected to the arm externally, it will just flop around when the engine is not running, but should offer restance to rearward movement when running.

I do have a parts manual for it. I have also replaced numerous seals etc from other sources.

The govenor on the 335 is inside the engine. It is located behind the front pulley. You may be able to adjust it but if not we should have a new one at work. I dont have my book handy but it is the rod that runs from the carb to the flat arm on the front right side of the engine. There is a stop end cap with a spring around it. Sometime this spring is very weak and needs replacing. That is the easy fix. If the govenor needs replacing you may need to remove the front end of the tractor to be able to get the front pulley off. It is a bit of a job but its much better than a rod out the side of the engine. If you need manuals or parts for this you may call me at work at 231-924-3420 weekdays. If it has sat for a while it wouldnt hurt to put some penetrating oil on the govenor linkages by the spring and lever base. Hope this helps some.

One thing to check: My 335 had poor governor action, it turned out to be the pin was rusted fast in the hole in the governor arm. Simple to fix, took me 4-5 years to identify the problem.
