Axle Seals

I bought axle seals for my UTU, and I got the inner seals (UT459A) and have no idea how to put them in. I see where to put in the felt seals. I was wondering if they went in from the other end of the axle. Thanks

99% sure the seal goes in the outboard flange that bolts to the axle, with the felt to the outside, At least that's how they are on a UTS, but part numbers on the seals are different.

How does the other cover come off of the end of the axle? I have one off, and it had the felt seal in it. Not sure about the other. Thanks
