Russ,
There isn't supposed to be any hydraulic oil in the steering gear case. It should be contained in the piston sleeve assemblies and the steering control valve by seals and o-rings. If it is hydraulic oil coming out of the vent on top of housing, that means the case is full of hydraulic oil. Likely the o-ring/seal is leaking on one of the pistons because the sleeve is scored.

John is right. If its leaking out where the steering shaft goes in, you've got a bad seal on the steering piston.
