have jet star 3 torque is out in low range want some advise on rebuilding it apparently clutches

By out in low range, I assume that when you pull the torque handle back, the tractor stops. If this is true, the clutches aren't the problem but rather the over-running or sprag clutch is not engaging when it should. If is to the point that it doesn't engage at all, you will likely have to replace the sprag and the two roller bearings on either side of it. The races that the sprag runs on (both inner and outer) could be damaged to the point that they would need replaced as well.

well that answers that question i have still not figured it out 100% but when the clutch engages it high range if im looking at it correct
