Super M670 hydraulics need help

Just purchased this tractor from a friend and he told me the hydraulics worked slow. Takes about seven seconds for the hitch to raise and it won't pick up much weight. Remotes won't even register on a 3000 lb test gauge. Took the pressure line off the pump and it will pump a half of five gallon bucket in just a few seconds. Filter is new. He said it has been like that since a man worked on the PTO. Any ideas?

To start with is yours the open center tel-o-flo system or the later closed center system. The later system has a plastic cover around the hyd levers and the 3pt levers are in the front and the remote levers in back. The tel-o-flo shystems levers are from left to right.

I'm pretty sure mine is the tel-e-flo system but there is a new development today. The previous owner and I worked on it today. I have two of those tractors alike and we swapped hyd systems and seats today and the problem carried over to the other tractor. Then we went thru the valve syncronization procedure on the master valve, the three point directional valve, and the remote directional valves as best as two shade tree mechanics could with an I & T book. When we got thru, we had the same problem. The only thing we changed was the adjustment on one remote spool about two and one half rounds. Everything else seemed ok. What are we missing? Thanks
