3 pt hitch not functioning. Found it had taken on water. Drained, cleaned and primed. Still not
working.

Motor and power take off working fine.
The system had been plugged off for a number of years.

Any ideas?

The water probably froze and cracked the pump housing. You will have to tear it down and check for damage. You didn't say what model M-Ferguson so I am asuming that it is the under tractor pump. I had one that was ruined by freezing water.

The problem could be less drastic - control linkage out of adjustment or seized, too.

Which model is it?

A fairly quick check is to remove a cover plate from the side and watch inside as its running. look for swirls in the oil. it should just move around. if any areas are fast or bubble up, thats a leak. also if oil is dripping from above. you can also check that the linkages are moving. of course, don't put your hands in while its running....
