Independent Power Take Off Problem, Need Help!

First off, sorry for this long post, but I want to include as much information as possible.

While mowing with 5 ft. brush cutter, the IPTO quit turning, just coasted to a stop. I shifted out of drive position (handle forward) and returned to garage. I disconnected the PTO shaft from tractor, started tractor at idle and observed that the PTO was turning slowly. The brake was working before this problem, engaged IPTO lever (handle rearward) but I could stop it (PTO) with a 2 x 4 levered against it. I increased the RPM to 1000 and could still hold the shaft from turning. Shifted handle forward again and the brake didnt come on. The case was warm, but not hot at all. Thinking that the oil had thinned, I let the tractor sit overnight and tried again. This tractor had 80/90 gear oil in it before and now has Perma-tran III. I installed a pressure gauge at the test port on the PTO lever cover, started tractor observed no pressure with lever shifted in both directions. Then after running a few minutes the gauge bounced around so badly that I couldnt read it, PTO started working (2 x 4) against it and then pressure went away again. Oil level is at full with engine running and I see no aeration of the oil. I am at a loss at this point, need HELP trouble shooting this problem.

Facts: 1967 MF 150 Gas, No Muti-Power, IPTO, Original Wooster 4 gpm gear pump. New to me tractor, May 2007. I rebuilt engine, P/S, sheet metal, paint. Cleaned trans/pump/diff case and both pump filters. Replaced 80/90 gear oil with Perma-tran III Three point pump and controls work fine. 30 hours since rebuild. I bored 8 post holes without a problem before this event. Even stalled tractor by drilling to fast in wet clay soil @ low RPM. While looking through the IT shop manual (MF-27), the IPTO pump looks to have an internal relief valve, then after the pump there is a regulating valve before the IPTO assy.

Questions:
1: What can I test before tearing into the pump/clutch/valves to isolate the problem? 2: What should the pressure be at the test port? Im thinking over 200 pounds.
3: Can I run a hyd. line from the three point pressure port on the lift cover to the test port in the IPTO cover to engage the clutch assy?
4: Is there any way to run the tractor with the lift cover removed? IE: Three point pump stand pipe to lift cover.
5: What does the regulating valve do? Must be there for a reason even with a relief valve in the gear pump!

Again, sorry for the long post and thanks for the help in the past!

Well, I finished mowing, but not with the 150.

I hope no one saw me, but I had to get the old 9N out to finish mowing. Pretty bad when I have to use a 66 year old tractor instead of the Massey.
