MF65 hard to start

I have just had the valves done on a 1958 MF65 gas tractor and am having great difficulty getting the tractor to run. I have checked (& reset the timing to 6 deg). There is a good spark at all 4 plugs. I can get the tractor started by injecting about 2 cc of gas in each cylinder. When attempting to start, fuel runs out the carburetor inlet when choke applied, yet plugs don't seem wet. Tractor is low on compression on 3 of 4 cylinders (65 to 80 psi). Tractor started fine before head work. Could the fuel be "old" - about 4 weeks since purchased. Weather here has been in -10 to -15 (C) but moderated today (-2) and still won't start consistently - did once or twice and then quit. Working in unheated space. What plugs are recommended. Tractor relatively new to me and came with D16 plugs. I & T service manual doesn't specify. How does one measure float setting of carburetor when float is not parallel to top of carb.
Thanks for all suggestions.

Did you try dry gas? Fuel line and carburator could be froze up.

Thanks to all who posted. "Marlow" got it right. I had not put any gasket goo on the intake/exhaust gasket at first installation (gasket felt "soft" enough and manifold flanges were assessed as flat with a straight edge). Took manifold off and added gasket goo and reinstalled and tractor started right off. Checked valve settings while I was that close and all were still to spec.

Not knowing but try going over the valve settings again. Maybe a couple of times. Valves control intake of fuel.

You may have the float in the carb stuck. Just from sitting while head was worked on. The valves may be set wrong, too. But I think it has to be with the fuel system somewhere.

explain carb inlet..do you mean between manifold and carb? If sparkplugs dry and bad comp.,sure you don't have a sump full of fuel.
The choke retards the air ,giving richer mixture, any leakage is not normal. Is the needle cutting off the fuel in the seat.

By carb inlet, I mean the connection where the hose from the air cleaner attaches to the carb. When tractor stops cranking with choke applied, the fuel runs from this opening indicating to me that the engine is sucking fuel from the bowl. I have had the carb apart to check the passages. None appeared to be dirty. I left the adjustments as found (or returned them to the original setting). What are the starting settings for idle and full throttle valves? I also applied a thin coating of gasket maker to the gasket at reassembly to effect a good seal.
