Hi,
I assume that it is a diesel. Make sure the strainer on the fuel tap in the tank is clean first. They can come off and float around in the tank. Its worth taking the tank off to retrieve the filter and give it a clean anyway. Alternately you may be able to fish it out with a piece of wire and a flashlight.
You will see a bleed screw on top of the filter body. Slacken this and operate the lever on the lift pump until you get fuel flowing through. If your lift pump has a glass bowl you should find a gauze above the bowl which can also get blocked.
When you have fuel flowing through the filter/s open the two bleed screws on the main fuel pump. You will need a 5/16" and possibly a 7/16" spanner. Operate the lift pump until you get fuel flowing through both. Anywhere between a jet (be ready to stand back) and a constant dribble is OK.
Make sure all the air is out. Nip up the screws and the tractor should start.
