Where is the friction plate? All I have is a lever by the steering wheel, short link to the throttle rod under the panel connecting to a rod going forward to the governor assembly. What am I missing? Photos would help. Fords have throttle plate by which to set the position of the throttle lever and don't see any such thing for the TO-30

The friction plate should be on the verticle part of the hand throttle under the dash.

Does one have to remove the casting to see it? Seems that the throttlelever rod goes thru the steering wheel casting and there could be something inside. Otherwise there is nothing other than the throttle lever rod connected to a short link and then to the throttle-govenor rod. Seems that this would be a lot of trouble to remove the steering wheel, etc., to get to the friction plate. My throttle lever is not loose nor does it move hard.

The friction disc goes behind that round plate with the short link and the vertical firewall. It's adjusted with the spring that pushes against the other side of the vertical firewall and a nut attached to the rod, as I recall.
