I'll start by saying I am more familiar with the TO-20 and TO-30 hydraulic systems and not very familair with the TO-35. That said, most failure too lift problems are caused by a leaky lift cylinder, adisconnected control fork, a sticky conrol valve, or a stuck open relief valve.
What are you trying to lift? Is it within the capability of the tractor to lift it? If it is within the lift capability, then I would suggest you remove the access plate on the right hand side and with the engine running, an the contol lever full up in the lifting position, look up at the lift cylindeer for leaksge. (UNDER NO CIRCUMSTANCES STICK YOUR HANDS INTO THE HYDRAULIC COMPARTMENT WITH THE ENGINE RUNNING!)Anything more than a few drops is a leak and needs to be fixed.
Observe the area near the backside of the pump for turbulence ands some noise indicating the relief valve is stuck open. if you see that, shut doen and remove the relief valve and check for a damaged seat or dirt holding it open. If that looks OK. Move the control lever up and down and observe that the control fork moves to open and close the control valve. If it is moving correctly, shut the tractor down and reach down to the bottom of the fork to make sure that it is attached to the T shaped actuating lever of the control valve. If it isn't, gently spread the control fork and slip it on the T arms. Then start the tractor and try to raise the lift again. If the lift now raises you found the problem. If the fork is attached to the control valve, then you'll have to remove it and the control valve.

You really need the shop manual to tell you how to repair this system or maybe you can holler for John(UK) and he can send you some info.

Check the fluid level for the hydraulics and if that is ok, your pump might be bad or has trash in it.
