Have a Massey Harris 50 that keeps building engine RPMs without using the throttle. Engine will run away with itself at any position except idle. Is this a problem with the governor or is it a carbureter problem?

If your throttle lever on the dash is not moving and the engine is building RPMs anyway, it is probably the governor. The throttle lever on the dash does not connect directly to the carb, it sets the speed for the governor and the governor controls the carb. The first thing I would do is go through the governor adjustment steps in the service manual and see if that helps. I had one rod inch out of adjustment on mine it would build RPMs under no load and drop way down with a load.
