I am fixing a FE 35 with a 23 c 4 cyl diesel engine. The timing is out and it blows white smoke & is hard to start. When I check the injector pump through the inspection panel, I see the mark on the circlip is lined up with the mark next to the F and not the G. Can that be rectified by removing the injector pump mounting housing and rotating the gearing by one or two teeth or is there another way?

Are you checking the timing using the flywheel locking pin?I suggest you start to re-time at the timing chain followed by the injector pump drive backlash and spline position and then last of all set up the internal pump markings.Remember that the circlip may have move so get it lock up calibrated at a diesel shop to make sure.
