that clutch is only to be used to stop the forward motion of the tractor so you kind of have live power to the PTO. as to find the clutches good luck have not seen any in years. you can by pass them but then the lever will not work. on the right is the cover and inside is the clutches remove the bolts [6 or 8] and they have spacers behind them remove the spacers and replace bolts this will lock the clutch together so it will not slip

The hand clutch option on a 44 was a handle on the left side of the operators' station, and no pedal. You might be referring to the live pto option that was availible from the factory. This used a secondary clutch that was attached to the bull pinion gear on the right side, and had a long handle on the right side of the operators' station. Unfortunately, there's no easy way to convert a tractor over to this setup. Massey Harris used a different transmission/rear case design, and different brakes. If all you want is a hand clutch, you can make a handle, a mounting bracket, and engineer it to your existing clutch linkage after removing the clutch pedal. If you want a live pto, you'll need to find another 44 that came with the option from the factory.
