MH50 governor replacement, timing gears too ?

I am replacing the governor on a MH50 with a Z134 gas engine. I remember reading somewhere on a forum that a main cause of the governor going bad is backlash in the timing gears.
The tractor manual says the backlash should be .002 inch. The backlash on mine is approx. .060 inch.
How relevant is the backlash to the life of the governor ? Would I be wasting time and money replacing the governor on this tractor without replacing the timing gears ?
And if I replace the timing gears, is there any way to install the camshaft gear without removing the oil pan ? (The manual says to remove the oil pan and block the camshaft from being driven backwards.)

Thanks for any advice,
Jim Wright
