MF 135 gas revs slowly reducing

I own a 1969 MF 135 petrol (gas) tractor which is used for beach launching a boat in New Zealand.
It is running fine but the maximum revs I can get seem to be reducing over time i.e. it does not rev as high now as when I first got it about a year ago.
I'd really appreciate some ideas about the possible cause and fix for this problem.

I agree the only thing I would add is clogged exhaust.

Old fuel
Clogged air filter
Clogged fuel filter
Needs to be worked hard
Carb needs cleaning
Choke partly on
Oil/filter change
Tom
