The Carter carburetor on my TO35 constantly leaks. I have disassembled it to clean it and then used a rebuild kit, but still leaks. I have set the float a little lower than normal, to shut off flow sooner. I am wondering if there might be a hairline crack somewhere that I can't see. I have filled the bowl with gas and let sit and no leakage there. Any ideas?

Are you sure that you are setting the floats properly? Some times the floats hang up on the side of the bowl because there is a twist in the arm that goes to the pivot point. Make sure this isn't happening. A sharp rap with a piece of wood sometimes jars it loose but if the arm is bent,it'll be a recurring problem.

Have you checked the floats for leakage? If thy leak, they'll get some gas in them and they sink and then hold the float valve open. To check, put them in some very hot water and look for air bubbles. Note where the air bubbles come from and solder the hole.
The other possibility is that you don't have the correct kit. The TO-35 Carter model no. is 2223S I believe
