Massey Ferguson 65 power steering problems

Bought a 65 that had sit a while. It has no power steering at all either way. Took the top off and it has about half way full and topped it off. Removed the filter and it is pushing fluid out of the hole where the top screw threads in. Filter in or out, no power steering. Any ideas where I should go?? Thanks

The first thing I would do is check the dead head pressure of the pump then if it had a 1,000 PSI or above I would then move to the mechanism behind the grille. If you will email me I will send you some pictures showing how to do these things.
