John,
You chimned in late on a 202 steering question I posted for Big Dean about 8 pages back. I pulled off the dash, removed the steering wheel, and unbolted 3 bolts holding on what I'll call the steering shaft cover (foot-long pipe with a dome-shaped, 3 bolt-hole plate on one end). As I pulled this piece off, found it was full of nasty mud-colored, bad smelling, water fouled oil (Or, more likely, steering fluid). The steering wheel end of the shaft cover just has some packing in it the parts manual refers to as a "bearing". I left it alone, don't think it's meant to hold back any fluid, just a surface for the steering shaft to ride against. Inside the dome-shaped plate end there is an oil seal, maybe 1 1/4" diameter. I'll get you the # if you don't have it, was about $4 at Napa. There's also a $5.00 o-ring, about 3" diameter, that seals the surface between the dome-shaped plate and the surface on top of the steering gear that it bolts too. I got that at a Massey dealer, had it on-hand, could have probably got it at Napa too, maybe for less. That seems to have stopped my leak, though I haven't run it hard since completing repairs. If it hasn't stopped it, looks to me like the parts manual shows the identical oil seal/o-ring combo used again about one level deeper into the steering gear. I didn't want to go that one level deeper if I didn't have too, will if I need too. Good luck with yours, let me know if need those part #'s. Not sure I'll still have the Napa #, have a real sharp gal that works at my closest Napa, she cross-referenced the Massey # in about 30 seconds and brought it out, like I said, think she could have done the same with the o-ring.
