Your MF85 may have a hydraulic clutch for pto. The power steering pump supplies pressure to clutch (pto). You will NEED a service manual, for this prob.LOL.Jerry

I am going to base this off my 65, so it will be different. Here goes. The PTO surface of the clutch delivers power to the pump input shaft. on the back side of the pump there is a gear selector much like inside a manual tranny. This selector is set up to power the PTO shaft directly off the driveshaft of the tractor or off the pump shaft. The fact that it works in ground mode proves this half is okay. I would look into the gear selector behind the pump. Fluid drag can cause a PTO shaft to spin while in neutral, but it can be easily stopped. Good Luck Aaron
