Fan belt collar repair TO 30-Help!

The collar, which has the pulley that the fan belt goes around completely broke off on my TO 30. The fan is screwed onto to a flat five screw head. It appears the "collar" was welded to this head. Does anyone know how this head is suppose to be removed (from the shaft)? It is difficult to tell because of the radiator. I don't know if it screws on or if it is part of the shaft itself. I want to get it welded, but don't want to have to bring a welder to my tractor. Any knowledge would be greatly appreciated!!
