Ihave a MF20 industral loader tractor with a AG3-152 Perkins gas engine. When the engine is warmed up it will idle with the choke open, but when you try to increase the speed it will stall out. This has been going on for a while, didn't just start. The only way to stop it from stalling out is to run it with the choke about 3/4's closed. Than it runs really rich. The gas tank has been cleaned - fuel bowl and screen are new - fuel line and filter to the carb are new - the carb has been rebuilt ( float set to specs.- the existing jets where reused as the kit did not include new ones - all passage ways where blown out with air.and the intake manifold was replaced today.)I still have the same problem. Two questions, the cover that fits on the end if the air filter chamber has a o-ring on it, should that cover fit tight? Right now when the hold down nut is tight you can still spin and wiggle the cover.( Maybe to much air?)Second question, what function does the governor play? Anything to do with my problem? If so is there a way to trouble shot it? One other thing came to mind, the centrifugal advance springs in the distributer will pull the weights back to the center but they seem to be weak. Should they have a lot more tension on them? Last thing, where can I buy a manual on this engine? I was able to find the timing marks on the flywheel, but have no idea as to which mark is which. What should the timing be set at? Any help would be real welcome.

The air cleaner or timing wouldn't cause you to have to keep the choke on. If it is sucking air between the head and intake, that would cause trouble, but it sounds like it's not getting fuel. Maybe your carb is still pluged somewhere. If it has a electric fuel shutoff in the bottom of the carb, try taking it out and putting a plug in it's place, if it runs ok like that there is something wrong with the shutoff, if not you most likley have some dirt still in your carb.
