Are the plugs new? Try taking the plug out and connecting it to the lead and running the engine and put the body of the plug up against a ground and check for spark.
Check your connections on the lead at the cap to make sure it's really connected good.
Try running the engine and pulling the lead off the plug and holding it a short distance away to see if the engine runs smoother. If it does, the cylinder is leaking oil into the chamber and fouling the plug fast. Try hotter plugs, use Autolite or NGK, but not Champion D21. I tried them and my 35 just wouldn't run good. Switched to NGK and all is well. I don't know why.
Sometimes you can clean a fouled plug and it will still short circuit to ground. A blaster is the only way to get them clean and even then...it can be doubtful.
Also check the compression on all cylinders. You might find #1 to be so low that it just isn't pulling it's weight. The #1 cylinder is known to wear quicker because it runs cooler than the other 3. Or maybe something wrong with the valves keeping it from getting a full charge.
