MF 65 Diesel Camshaft question/noise

Hi, I have a MF 65 Perkins Diesel (AD4.203). It has had this intermittent loud noise ever since I rebuilt it a year and a half ago. I finally figured out where the noise comes from. The noise is always there when the tractor is facing steeply down hill and stops when it levels out again. If you take off the connection for the tachometer and push the camshaft forward with a screwdriver with the engine running the same noise can be heard.
My questions are 1. what stops the camshaft moveing forward and rubbing off the timing gear cover, 2. can the top half of the timing gear cover be taken off without removing the front axel and 3. has anyone even heard of something like this before.
