What model are we talking about? Do you mean twin power or multipower?

On my 1947 30 it is just a throttle setting. There is the usual set of notched adjustments, then a spring-loaded gate and a few more notches. The engine seems to have quite a bit more usable power when I push the throttle "through the gate". I use it only for a short burst of power when nearing the top of our hill in 5th gear, but the boost prevents a downshift on a busy road.

it means that for belt work it increases engine speed above the usual max speed that you use for drawbar work if you look at the governer there is a rod that goes moves when the belt pulley is engaged and changes where the stop for max rpm is on the governer.
