found the lock nut on the intake valve adjuster screw came undone and valve was not opening.

My MF35 with Z134 engine had one cylinder that often would not fire at all despite good spark. Warmed it up real good and then checked valve clearances. All the clearances were out of spec, and the cylinder that would not fire was the worst out of spec. Adjusting valves to spec took care of the problem.

I(f you suspect intake leakage, using a portable propane torch open it and direct the unlit fuel around the intake manifold around #4 , if it smoothes out you have a leak

You'll have a better chance getting a response on the Ferguson Forum then here. I presume the tractor you are talking about is the Ferguson TO-30. You said all the cylinders had 120 psi compression. That's excellent and rules out a burned valve problem. What are the valve clearances set at? Could be the intake valve on #4 is tight or a push rod is bent .The firing order is 1-3-4-2. Are you wired up right? You said you checked the spark and it looked good, good being a fat bluish white spark.Have you got good spark on the #4 plug wire at the plug? If not, could be the # 4 wire, corrosion in the distributor tower on #4 wire/terminal. Check the point opening on each lobe of the distributor cam to make sure that the cam isn't worn. While you're at it push sideways on the distributor shaft with the points in the closed position. There should be no movement at the points. Does the tractor start and run on three cylinders? Get back here and let us know what you find.

Hello , yes its a very nice strong spark, from the wire of number 4 as well as at the plug. I 99% sure that spark is not the problem.

the tractor will run fine on 3 cylinders. I did pull all plugs except number 4 and it would fire and die out (ran for about 3 seconds. did the same test with just plug 1 and it ran ok for just on cylinder.

so if spark and compression are good, leaves timing and fuel,??

Sure sounds like the spark is OK. Is your carb's main jet adjusted properly so your basic mixture is correct? 1-1/8 to 1-1/2 turns out from full close. Check for an intake manifold leak also. Visually check for cracks or holes in the intake manifold ar a leaky gasket. To check for leaky gasket, check for tightnes and correct. Then spray some motor oil around #4's intake and try to start. If it starts up and runs then the motor oil is blocking the leakage and you have a leaking manifold. You'll have to remove the manifold and find the cause.
If that doesn't so it, I'd suggest pulling the fuel tank and looking at the valve train to see if the intake valve is misadjusted or a push rod is bent.
Please let us know what you find causes the problem because it will help us all to know in the future.

Well I don't know that engine but I do know engine as a whole. Almost sounds like the intake valve isn't opening or its not opening enough to get enough gas in to fire. You could also have a cap or rotor problem. Or even a distutor with a bad bushing. You also may have a vacuum leak on the intake and just plan not getting gas to #4 cylinder.
