The lift will not go down even with the tractor off unless a considerable amount of weight it attached. Then when the tractor is cranked, the lift arms slowly raise to the top, even with the lift lever all the way down. This tractor has been sitting for 3 or so years and I don"t know the history. I have the engine running well and the auxillary hydraulics work correctly. Now onto this.

You probably have a stuck control valve very common on the MF 1100 series tractors. They where bad about sticking when they sat for a while. They can be unstuck sometimes through the hole behind the plate on the right side of the hydraulic lift tower in side it is a rocker attached to a valve on the top of it and one on the bottom you can move them in and out and get them to unstick if you are lucky. If not you will have to remove the lift tower and disassemble the control valve assembly to clean it up.
