MF 32 backhoe

I am looking at buying a MF model 32 backhoe. At present time it won't start and the steering wheel just keeps turning without turning wheels. Owner says motor has to run so that steering pump works. Any truth in this and what could create this problem and how much work is it to fix. What would be a good price to pay for this machine with these problems.

Dan I think it's safe to say that the MF32 is a loader model that could be installed on a number of tractors. What you were told about steering would be true if it has power steering. Power assisted steering would still have some form of linkage from the steering box to one or both spindles. The value depends on quite a few factors including what model of tractor the MF32 loader is attached to and what is wrong with the engine that it won't start. I think you will need more info.
