Just forward of the brake pedals there is a short laterally oriented shaft with a hole which apparently is intended to accept a lever. I fashioned a short lever, installed it in the hole an can freely rotate the shaft approx 35 degrees. I have looked through the owners manual and cannot find any mention of its function. Anybody know what this is?

Ed: With the tractor moving in a slow gear, operate the lever. It may be the hand clutch for MH's live pto system. The fact that it still moves is a plus. They were prone to sticking. Tom

Thanks, but unfortunately that seemed to have no effect.
